Center Overview

The Center for Vaccine Research aims to complete domestic COVID-19 vaccine development and secure next-generation independent vaccine platform technologies in order to secure vaccine sovereignty and help Korea advance as a global leading country for vaccine development. As a national organization responsible for vaccine development, the center will establish a one-stop system from basic studies to commercialization support in addition to public vaccine R&D policies.

Strengthen governance for full-cycle vaccine R&D support

  • 1-1. Establish a full-cycle national vaccine R&D support roadmap

Develop key technologies for vaccine development and expand clinical/nonclinical study for response to infectious diseases

  • 2-1. Strengthen public vaccine development competency, such as for vaccine commercialization and discovery of candidates

Functions
  • Plan national vaccine R&D policies
  • Manage public vaccine development and support infrastructure budget and facilities

Goals
  • To expand capabilities for response to infectious diseases in Korea by strengthening the private sector support system
  • To strengthen governance by establishing mid- to long-term national vaccine R&D strategies and discovering cooperative projects between ministries
Key Operations
  • Support for vaccine development in the private sector
    • - Support to the private sector in order to reflect private demand for infectious disease vaccine research, and lead the success of vaccines developed in the private sector
    • - Test and analysis requested by the private sector using the research facilities and personnel of the Center for Vaccine Research
    • - Biosafety level 3 (BL3) facilities and Good Clinical Laboratory Practice (GCLP) lab in operation
  • Analysis of immunogenicity of persons inoculated with the COVID-19 vaccine
    • - Study on third vaccination (additional dose, booster shot) based on heterologous COVID-19 vaccination (general adults, persons with lowered immunity, the aged)
    • - Study on the establishment of clinical COVID-19 vaccine clinical infrastructure to provide actual clinical data (children and adolescents, pregnant women, domestically developed vaccine)

Division of Infectious Disease Vaccine Research

Functions
  • Conduct studies on the improvement and development of vaccines for key infectious diseases in the country
  • Conduct studies on the development and commercialization of vaccines for emerging infectious diseases
  • Conduct R&D and provide support
  • Develop new base technologies for vaccine research
Goals
  • To develop vaccines for key infectious diseases, such as emerging and variant infectious diseases, and unresolved infectious diseases in response to future needs
  • To develop vaccine platforms (mRNA, virus vector, subunit, etc.) and adjuvants
  • To develop new vaccine technologies through domestic and international cooperation

  • Study on the standardization of clinical trial method for the third-generation smallpox vaccine
  • Study on the cross-assessment of monkeypox virus immunogenicity with smallpox vaccine injection
  • Development of next-generation tuberculosis vaccine using messenger ribonucleic acid (mRNA) vaccine platform
  • Study on the development of vector for mRNA vaccine production to improve antigenicity
  • Study to discover candidates for severe fever with the thrombocytopenia syndrome vaccine based on the mRNA vaccine platform
  • Assessment of cell-mediated immune response simulating substances for the next-generation tuberculosis vaccine
  • Study to discover candidates for a Japanese encephalitis vaccine that is effective for various genotypes by increasing the structural stability of antigen

Division of Pathogen Resource Management

Functions
  • Establish and implement a general pathogen resource management plan
  • Handle details related to pathogen resource-related statutes
  • Investigate the domestic pathogen resource status
  • Install and operate NCCP
  • Designate and manage NCCPs by field
  • Handle operations to collect and preserve pathogens, analyze the characteristics of pathogens, turn pathogens into resources, and distribute pathogen resources
  • Develop and operate an integrated pathogen resource information management system
Goals
  • (Responsible Agency) To establish a general pathogen resource management plan and implement it by year (Article 5 of the Act)
    • - Investigate the domestic pathogen resource status(Article 6 of the Act) and operate the Pathogen Resource Deliberative Committee(Article 7 of the Act)
    • - Cooperate with the relevant ministries* for the national pathogen resource management and improvement system**
    • * Ministry of Science and ICT (bio research resources), Ministry of Environment (wildlife, genetic resources), Ministry of Oceans and Fisheries (marine and fisheries resources), Ministry of Agriculture, Food, and Rural Affairs (agricultural bio resources)
    • ** Establishment and amendment of the Act on the Promotion of the Collection, Management, and Utilization of Pathogen Resources, preparation of related guidelines, etc.
    • - Conduct investigation and management to share the benefits of pathogen resource use among countries (Nagoya Protocol)
    • * Approval for outbound transfer (Article 16 of the Act), acquisition of pathogen resources by foreigners, etc. (Article 18 of the Act)
  • (Registration and Preservation Agency) To install and operate NCCP(Article 8 of the Act)
    • - Use NCCP in domestic pathogen resource collection, storage management, and distribution
    • - Support the operation of NCCPs by field
    • - Establish and operate a cooperative network with domestic and international pathogen resource-related organizations

  • Study on the localization of microbial resources used in related regulations for food and pharmaceuticals, etc. in Korea
  • Analysis of pathogen resource characteristics to develop the National Culture Collection for Pathogens panel resource development

Division of Vaccine Clinical Research

Functions
  • Plan the clinical vaccine trial policy
  • Design and provide advice for domestic clinical vaccine trials
  • Support the assessment of clinical vaccine trial effectiveness in the private sector
  • Develop clinical vaccine trial effectiveness assessment indicators and analysis program
  • Investigate and study vaccination-related immunity
Goals
  • To secure vaccine sovereignty by upgrading the clinical vaccine study system to international standard
